Overview
Donna Mangold is an experienced higher education regulatory lawyer. She advises colleges and universities on changes in ownership and control, nonprofit conversions, accreditation and other areas of regulatory compliance. She focuses on helping institutions align their strategic objectives with federal statutory and regulatory requirements and procedures within a shifting federal policy landscape.
Prior to joining the firm, Donna served as a deputy assistant general counsel at the U.S. Department of Education. In this role, she advised the Office of Federal Student Aid on eligibility and program compliance issues under Title IV of the Higher Education Act, including changes of ownership and conversions to nonprofit status. She also advised the Office of Postsecondary Education on accreditation matters and worked with the U.S. Department of Justice to represent the Department of Education in Administrative Procedure Act challenges and actions before the Court of Federal Claims.
Before joining the Department of Education, Donna was in private practice focusing on complex commercial litigation.
