Transmission Development: Will Federal Initiatives Soon Trump State Authority?

As legislators and regulators across the country continue to promote, and in many cases require, development of renewable resources, the existing transmission system is simply not being upgraded and expanded quickly enough to meet new and increasing demands. This article addresses the dispute between federal and state governments over transmission policy for renewable power, and the conflict between state siting authority and federal oversight as an impediment to transmission development.
