Represented Windsor Unified School District in reaching an exclusive negotiation agreement with Gallaher Community Housing to develop affordable workforce housing on the site of the former Windsor Creek Elementary School.
The 11.5-acre property in Windsor, California, which has been vacant since 2019, is set to be transformed into at least 368 rental apartments and homes aimed at providing below-market-rate housing for Windsor Unified School District staff and teachers, along with others in the community. The project, a first-of-its-kind public-private partnership in Sonoma County, marks a significant step toward addressing the region’s housing shortage. Loeb negotiated all agreements, including a six-month period to finalize project details such as land acquisition, zoning changes and environmental compliance.
