Loeb & Loeb represented Primestor Development in the largest modular residential construction project in North America, which is also the one of the largest mixed-use projects currently breaking ground in California. Situated adjacent to the Norwalk City Hall and enlivening Norwalk’s civic center, The Walk is a $300 million development project that will include 90,000 square feet of retail and restaurant spaces and 370 modular residential units, of which 55 are dedicated affordable housing units. Primestor Development is a leading developer of transformative, community-oriented real estate projects, and the Norwalk Entertainment District project known as “The Walk,” includes activated plazas with ample open green spaces, outdoor dining areas and thoughtfully curated spaces intended to provide a cultural and commercial core at Norwalk’s historic city center.
Loeb worked closely with Primestor and key project partners to bring together the multiple components required to deliver the visionary development project. The firm advised on all aspects of the project, from the project’s inception, including obtaining governmental approvals for the project (including a General Plan Amendment, creation of the Norwalk Entertainment District – Civic Center Specific Plan and a full Environmental Impact Report), securing site control through a long term ground lease and easements from the City of Norwalk, and negotiating construction and supply agreements for the project, including navigating tariff implications arising from the cross-border manufacturing of portions of the project. The Walk represents a cutting-edge application of modular construction in a large-scale mixed-use development.
