Allan Abshez represents some of the leading developers and operators of real estate in the western United States and concentrates his practice on land use development law and related litigation. Development projects in which Allan has played a leading role encompass virtually every real estate use sector, including multi-family housing, master-planned communities, shopping centers, power centers, office buildings, entertainment centers, hotels, hospitals, university campuses, student housing, schools, motion picture studios, religious institutions, cemeteries, solar energy projects, landfills, and pipelines.

Some of the major projects Allan has advised through permitting include The Farmers Market/The Grove Shopping Center, The J. Paul Getty Fine Arts Center, 20th Century Fox Studios, Howard Hughes Center, The Wilshire and Remington high rise condominiums, Sunshine Canyon Landfill, the Marvin Davis Research Center at Cedars-Sinai Medical Center, the proposed NFL Stadium at Hollywood Park Racetrack (approved in 1995), and Long Range Development Plans for the University of California’s Berkeley, Santa Cruz and Santa Barbara campuses.

Allan has 30 years of experience in acquisitions and dispositions and guiding clients through the local, state, and federal permitting process, including compliance with the California Environmental Quality Act, general planning and zoning law, growth control and transportation demand management, the Subdivision Map Act, redevelopment law, the California Coastal Act, historic preservation law, brownfield development, design review, endangered species protection and wetlands regulation. Allan’s practice also includes representing owners, operators and lenders in land use litigation.

Allan has numerous public appointments to his credit, including planning commissioner on the City of Los Angeles Central Area Planning Commission and mayoral appointee to the City of Los Angeles Miracle Mile North Historic Preservation Overlay Zone Board and the City of Los Angeles Rent Stabilization Ordinance Oversight Committee. He also holds a variety of leadership roles within the industry and the community, including as a member of Land Use Leadership Committee of the Los Angeles Chapter of the Urban Land Institute, the Board of the Los Angeles River Revitalization Corporation (where he co-Chairs the Real Estate and Projects Committee), and the Board of Pershing Square Renew. He has also served as chairman of the Los Angeles Mayor’s Task Force for the Nighttime Broadway Revitalization Project and as a member of the Board of Directors of the Los Angeles Tennis Club.
