概述

Neil Weare’s practice focuses on the representation of public charities, social welfare organizations, private foundations, and other non-profit organizations on corporate governance and tax issues. He also counsels clients on a wide range of political law issues, drawing on his political advocacy background to provide unique insight and practical advice.

Neil has a broad range of experience providing guidance to non-profit and other tax exempt organizations, including formation, exempt status, solicitation requirements, private benefit and inurement issues, conflicts of interest, international activities, Form 990 compliance and reporting, robocall restrictions, board governance, mergers and termination, and more. 

Neil also provides guidance on a range of political law issues, including campaign finance, lobbying, voter registration, and more.

Through his work as founder and president of Equally American, Neil has developed and litigated several groundbreaking civil rights cases addressing equality and representation in U.S. territories. He has also co-authored amicus briefs before the U.S. Supreme Court in a number of important voting rights, campaign finance, and other cases. As a law student, he successfully argued a landmark education case before the Connecticut Supreme Court, securing recognition of a state constitutional right to adequate education.

Neil also has experience in government, serving as press secretary to Congresswoman Madeleine Bordallo (GU-At Large) and in local government as legislative assistant to Lou Leon Guerrero, Majority Leader of the 27th Guam Legislature.

Notable Achievements
Neil competed in the 1,500m run at the 2004 Athens Olympics.
