For years we've been subjected to proposed legislation to curb the offshoring behavior of U.S. corporations, but nothing's ever had much teeth, made much sense, or come close to making it through the U.S. political system. This is until last month when the "Gang of Eight," a bipartisan group of U.S. Senators, introduced the first major immigration proposal in several years, aimed at comprehensively overhauling the nation's immigration laws. The new Border Security, Economic Opportunity, and Immigration Modernization Act contains a series of proposed measures that would significantly impact the U.S. corporation's ability to hire the services of immigrant employees.

HfS Research, in conjunction with Wells Fargo Securities, conducted an industry-wide survey of enterprises, advisors and buyers of outsourcing services to gauge how concerned they are about the measures, if they are to pass Washington. Moreover, we have asked outsourcing industry players what their predictions are, and what buyers may do, if visa reform drops this nuclear warhead onto the offshore outsourcing industry.
