Veteran Commercial Litigation Team Joins Loeb & Loeb Bolstering Practice in DC and LA

WASHINGTON, D.C. and LOS ANGELES (February 1, 2016) ­­– Loeb & Loeb LLP announced today that a five-lawyer team has joined the firm’s national Litigation Practice. This prominent group includes partners Steven S. Rosenthal, Marc S. Cohen and Tiffany R. Moseley who together bring a wealth of experience in complex commercial litigation across several key areas, including public sector, unclaimed property, bankruptcy and restructuring, white collar and appellate law. Rosenthal and Moseley will be resident in Loeb & Loeb’s Washington, D.C. office while Cohen will practice in the firm’s Los Angeles office.

Steven Rosenthal has extensive trial court, arbitration and appellate experience involving commercial law, constitutional law and all aspects of administrative practice. He has argued several notable cases before the United States Supreme Court, United States Courts of Appeals and state appellate courts across the country. In addition to representing major private companies in litigation, Rosenthal has also represented governmental entities in both trial and appellate matters, including the City of Los Angeles and the Port Authority of New York and New Jersey. Together with his partner Marc Cohen, he currently represents the states of California and Delaware, providing advice on the enforcement of unclaimed property laws, including in connection with the life insurance and oil and gas industries. He also has a depth of experience representing major international airports on regulatory and litigation matters and was lead counsel on four landmark cases involving airport rates and charges. Rosenthal is a graduate of Harvard Law School (J.D., magna cum laude) and Dartmouth College (B.A., magna cum laude). 

Marc Cohen spearheaded the creation of the group’s robust unclaimed property recovery practice and also brings more than 40 years of experience in corporate reorganization. He has a particular focus on the representation of state and municipal agencies in connection with escheat matters, intragovernmental disputes, and conflicts over retirement benefits and employment obligations. He and Rosenthal were selected as winners of the prestigious California Lawyer Attorneys of the Year (CLAY) Award for their representation of the California State Controller in the recovery of billions of dollars of unclaimed life insurance and annuity proceeds from insurance companies. Cohen has also advised government clients on municipal bankruptcy matters, including Chapter 9 eligibility and case administration, treatment and risks of municipal debt in Chapter 9 proceedings and alternatives to bankruptcy. A graduate of New York University School of Law (J.D.; Law Review, Order of the Coif) and Cornell University (B.A.), Cohen is a Major in the California State Military Reserve and serves as Deputy Counsel — Cyber Defense for the California Military Department.

A former federal prosecutor, Tiff Moseley focuses her practice on complex civil and criminal litigation for both private and public sector clients. She has extensive experience advising clients in corporate investigations, criminal enforcement matters, commercial contract cases, and intellectual property disputes. Her practice encompasses both domestic and cross-border litigation and investigations across all industries. Moseley has appeared before the Department of Justice, U.S. Attorneys’ Offices, the U.S. Commerce Department, the Department of the Treasury’s Office of Foreign Assets Control (OFAC) and other federal and state regulators. She was previously an Assistant United States Attorney for the Southern District of California. Moseley is a graduate of the University of Chicago Law School (J.D.) and the University of California, Berkeley (B.A., with honors).
